Where is this information coming from?

On the President’s State of the Union page for 2012 he has a graph displayed prominently, contrasting the average salaries of CEO’s and that of the average worker. Whatever this is above, it sounds quite opposite to what he’s planning for tomorrow night. 
As for “investigation”, I’m not sure how I feel about this. What transgressions against the law were made in the crisis? As far as I know (which isn’t much), the recession was brought on by a major mortgage company suddenly unable to give out mortgages due to a sudden lack of credit. This confirmed a lower value for houses, which thus lowered the credit of homeowners and lead to stagnation in real estate, home improvement, building etc… All quite awful results of errors, not lawlessness.
Furthermore, the extremely large (and absurd) amounts of money paid to CEO’s involved were, unfortunately, legal. I know of no limitation on salary in the private sector. 
I must be missing something, because you can’t grant immunity to someone who has committed no crime.
